INTERREG IVC Information Point East at the 4th Economic Policy Forum „Silesia 2013+” The Polish region of Silesia emanates “positive energy”1 for the new programming period and expects further support for regional development through interregional cooperation (Part of the C strand of the ETC (as well as of the former Interreg III Community Initiative), its aim is to promote exchange and transfer of knowledge and best ...) . Located in the heart of Silesia’s capital city Katowice, the INTERREG IVC Information Point (a body constituted in order to provide information as well as to promote the programme in a defined area) East (IP East) was therefore pleased to join a panel discussion on the future of European Territorial Cooperation (This is the EU Regional policy’s third pillar of the programming period 2007-2013 and succeeds the Interreg III Community Initiative. With the present programming ...) (ETC) during the 4th Economic Policy Forum “Silesia 2013+”. The Forum on 29 and 30 September was organised by the Silesia Voivodeship (i.e. regional authority) and took place in the town of Wisla, the birthplace of famous ski jumper Adam Malysz.  With an annual economic growth of more than 7% (2008), Silesia is one of the most dynamic regions in Poland. That is why it was no coincidence that more than 100 local policy makers and business representatives came together to discuss the perspectives of Silesia’s economic development in the upcoming years. The debates stressed business internationalisation and European cooperation as two vital ingredients of Silesia’s regional development strategy. In fact, 9 different partner institutions are currently representing Silesia in 8 running interregional cooperation projects supported by INTERREG IVC. During the panel discussion on the future of ETC 2013+ it became clear that interregional cooperation is considered an important supporting instrument alongside mainstream programmes and European Investment Bank schemes. While summarising the ongoing EU debate on the future, the Member of European Parliament Mr. Jan Olbrycht (originally from Silesia) put particular emphasis on two elements of Europe’s ETC policy: Interregional cooperation and the EGTC (European Grouping for Territorial Cooperation). He welcomed the contribution of IP East in promoting INTERREG IVC in the regions of Central- and Southeastern Europe and underlined the leverage effect of interregional learning processes to accelerate regional and urban development processes. His support for the EGTC instrument and its implications for the management of European cross-border regions, was echoed by Ms. Grazyna Zdunczuk-Studnicka, Vice-Director of the Economic Department of Silesia region. She presented Silesia’s ambitious project to establish an EGTC together with Opole (neighbouring region in Southern Poland), Moravia-Silesia (region in the Northeast of the Czech republic) and Žilina region (located in Northwestern Slovakia). The EGTC will be dedicated to the management of an integrated cross-border programme between the four participating regions in the upcoming funding period (2014-2020). In his concluding words the Director of the region’s Economic Department, Mr. Tadeusz Adamski, stressed how vital it is to maintain close cooperation with other European regions in order to secure Silesia’s future welfare. With direct reference to the intervention of IP East on the first achievements of the INTERREG IVC programme, he highlighted the added-value of interregional cooperation as a tool for inspiration, capacity building and human resources development which will continue to play an important role in the region’s policy agenda 2014-2020. 1 The official motto of Silesia region is “Silesia. Positive energy”/ “Slaskie. Pozytywna energia” Toolbox
