On 22 September 2011 the results of three years’ intensive interregional exchange were showcased at the seminar hosted by the Committee of the Regions. Over 100 guests have got acquainted with the findings of CLIQ (“Creating Local Innovation Through a Quadruple Helix” project) and considered how these can be used to improve Europe’s economic performance in the context of the EU2020 challenges for smart, sustainable and inclusive growth. The CLIQ project has explored the new concept of the “quadruple helix” (the involvement of citizens alongside research, business and government). In short, this means involving users and citizens alongside knowledge institutions, businesses and government to create innovations that turn into the businesses and jobs and maintain Europe’s competitiveness. Over the course of three years CLIQ generated and transferred knowledge through series of interregional exchange events, research and pilot projects. The results have been used in producing two main project outputs: a benchmarking tool CLIQ-O-METER and a TOOLKIT, which were both presented during the seminar. The CLIQ-O-METER is a self-evaluation tool for local and regional authorities and service providers. It was designed to give an indication of performance in innovation with an emphasis on the quadruple helix.  The CLIQ-o-METER allows local government and innovation agencies to start to assess their current systems and effectiveness in supporting innovation. Public authorities can have multiple roles in relation to innovation, and these roles are often shared with other stakeholders within the innovation system, such as industry, knowledge institutions, banks, and user groups. The CLIQ-o-METER Benchmarking methodology categorises these key roles under a number of headings: Facilitating inclusion of citizens Communicating innovation Supporting access to finance Providing infrastructure and services Developing knowledge and competence Orchestrating activity Formulating policy and regulationIt identifies mechanisms for each role that support innovation, including some Quadruple Helix related innovation. The CLIQ-o-METER Benchmarking Methodology is designed to give an idea of performance in promoting innovation with an emphasis on the Quadruple Helix. Equally important often is how activity is created and managed, the quality of relationships between the innovation agencies and the culture that is generated. This is more intangible and more difficult to measure. A supporting TOOLKIT outlines some practical examples and ideas of how to improve both the innovative outputs and cooperation for innovation. It also points the way towards achieving more impact by increased involvement of citizens in innovation, by promoting methods, co-creating value with citizens and unlocking their ideas. The partners also presented the two major research studies that were conducted by CLIQ: the CLIC BOOST IR baseline, and the Quadruple Helix Research, both of which are available for download at the project website. About the CLIQ project The CLIQ project focuses on the role of local authorities in medium sized cities in driving innovation to support the Lisbon goals for jobs and growth. CLIQ explores, exchanges and disseminates good practices on how to promote innovation and improve competitiveness within the specific context of cities with populations of 50,000-250,000. The long term aim of CLIQ is to optimise the benefits of globalisation and innovation to SMEs and entrepreneurs in medium sized towns. More information
